The Regional Universal Scientific Library named after S. Baishev is a place of wisdom with more than a century of history in the western part of Kazakhstan. The library has become a center of spiritual development, where readers have free access to information and knowledge, using modern new technologies.

         3Saktagan Baishevich Baishev (1909-1988) - public figure, scientist, Doctor of Economics, Professor, academician of the Academy of Sciences of Kazakhstan, Honored Scientist of Kazakhstan, laureate of the Sh. Valikhanov. He was born in the village of Akzhar, Bayganinsky district, Aktobe region. He graduated from the Institute of Marxism-Leninism in Almaty. In 1927, Temir graduated from the Russian-Kazakh seven-year school and became the chairman of the district bureau of pioneers in Karsakpai. In 1930, he worked as a secretary of the CPSU district committee in Turkestan. While working on this, S. Baishev began to engage in economic research. His passion for journalism led S. Baishev to the republican youth newspaper "Leninsky Vek". Here he worked first as a department head, and then as a deputy editor. From 1937 to 1941, he taught at Almaty universities. From 1937 to 1938-Director of the Kazakh Research Institute of Marxism-Leninism. From 1938 to 1941, he was the editor-in-chief of the newspaper "Socialist Kazakhstan"("Egemen Kazakhstan"). From 1941 to 1945-commissar of a military unit in the Soviet Army, head of the political department, responsible for the political department of the Soviet Army. 1956 - Academician, Vice-president of the Academy of Sciences of the Kazakh SSR. In 1959, he was elected Chairman of the Supreme Soviet of the Kazakh SSR. From 1963 to 1969-Director of the Institute of Economics, head of the Department. During his scientific and public activities, he has published more than 300 scientific articles, 7 monographs. Academician Saktagan Baishev devoted the last years of his life to teaching and did a lot of work to train a new generation of scientists and economists. Winner of the Sh prize. Valikhanov. He was awarded orders and medals of the USSR. The regional scientific and universal library in Aktobe, a street in Almaty, a secondary school in Temir, where the scientist was born, are named after Saktagan Baishev.
